
Welcome to the Management Level Course – Deck Function 1 (MLC–Deck F1). This training is designed to meet the mandatory minimum requirements for approved education and training under Regulation II/2 of the STCW Convention, 1978, as amended, and the minimum standard of competence in Section A-II/2 of the STCW Code under the function Navigation at the Management Level. The course has a total indicative duration of one hundred ten (110) instructional hours to cover the topics enumerated in Part B – Course Outline.
To comply with MARINA Memorandum Circular No. SC-2021-10 for Distance Learning and E-Learning, this course is delivered using a SCORM-compliant LMS that supports learner activity and progress tracking, hosting of assessments and quizzes, management of course completion and certification, and file uploads with instructor feedback. The course also provides virtual classroom or web-conferencing tools (as applicable) and an accessible helpdesk or technical support channel to ensure smooth and continuous access to learning materials and assessments. Where on-site demonstration, practical exercises, and assessment are required, these are supported by appropriate training facilities and equipment, including bridge simulation capability and briefing/debriefing arrangements consistent with the competence requirements of Table A-II/2 Function 1.
This course will develop the management-level navigation competence required of masters and chief mates on ships of 500 gross tonnage or more. It focuses on voyage planning and conduct of navigation, position fixing and accuracy assessment, compass error determination, search and rescue coordination, watchkeeping arrangements and procedures, safe navigation using navigational equipment and ECDIS to support command decision-making, weather and oceanographic forecasting, response to navigational emergencies, and ship manoeuvring and handling in all conditions, including the operation of remote controls of propulsion plant and associated engineering systems and services. You will complete interactive lessons, guided learning activities, and formative assessments through the LMS, and your progress and completion will be monitored and recorded throughout the course. Upon successful completion, a Certificate of Completion will be issued certifying compliance with Regulation II/2 and the minimum standard of competence under Table A-II/2 Function 1 in Section A-II/2 of the STCW Code.
